Media factsheet: Tackling misuse on the Motability Scheme: Motability Scheme Customers

The Motability Scheme enables disabled people receiving a qualifying mobility allowance to use their allowance to lease a vehicle, with insurance, maintenance and breakdown cover included. Customers tell us the Scheme is a lifeline, helping them stay independent and connected to work, education and everyday life.

The vast majority of customers use their Scheme vehicles appropriately. However, we take concerns about misuse seriously. As the organisation responsible for delivering the Scheme, Motability Operations has dedicated teams and safeguards in place to identify, investigate and respond to misuse, helping protect customers and the Scheme for the long term.

What is misuse?

Scheme vehicles must be used for the benefit of the disabled customer, and this is set out clearly in the terms and conditions of the lease that every user agrees to. Misuse occurs when a vehicle is used in a way that breaches the lease.

Examples of misuse include:

  • Not using the vehicle for the disabled customer's benefit.
  • Driving without being insured under the Scheme policy.
  • Driving while banned or disqualified from driving.
  • Using the vehicle in connection with criminal activity.
  • Lending, sub-leasing or attempting to sell the vehicle.
  • Using the vehicle for unauthorised business purposes, such as taxi services or deliveries.

Every case is assessed individually, and we distinguish between genuine mistakes and deliberate misuse.

To prevent misuse from happening, we have rules in place that prevents people from joining the Scheme.

Misuse is different from eligibility

There’s a difference between eligibility for a qualifying mobility allowance and misuse of a Scheme vehicle.

To join the Scheme, a customer must already receive a qualifying mobility allowance. Eligibility for these allowances is determined and awarded by government bodies, including the Department for Work and Pensions, Social Security Scotland and Veterans UK.

The Scheme does not duplicate this process. Our responsibility is to ensure that vehicles leased through the Scheme are used in line with the terms and conditions of the lease.

However, where we identify concerns about potential benefit fraud, we will work with the relevant authorities, where appropriate, to report this and support their investigations.

Similarly, where concerns involve criminal activity, road safety or other matters outside our remit, we work with the appropriate authorities.

How Motability Operations protects the Scheme

Motability Operations has a dedicated Special Investigations Unit and Scheme Protection Team, bringing together specialist investigations and case management expertise to prevent, identify and respond to misuse. Their work includes:

  • Assessing new applications: Reviewing relevant information, including driving convictions and insurance claims history, to identify potential risks.
  • Investigating concerns: Assessing allegations of misuse, gathering evidence and managing cases through to conclusion.
  • Reviewing insurance intelligence: Working with insurers to identify potential breaches of the lease.
  • Analysing data: Proactively reviewing information to identify unusual patterns that may warrant further investigation.
  • Working with partners: Strengthening collaboration with police forces and other organisations to improve understanding of the Scheme and respond to concerns.

This work helps ensure that concerns are taken seriously and decisions are based on evidence.

How misuse cases are identified

Reports of suspected misuse come from a range of sources, including:

  • Proactive internal data analysis
  • Insurance investigations
  • Members of the public
  • Police intelligence and referrals
  • Information identified on social media
  • Motability Scheme partners

By bringing together information from different sources, our teams can proactively identify potential misuse and investigate concerns where appropriate.

An allegation does not automatically mean misuse has occurred. Each concern is assessed on its merits before any action is taken.

Examples of misuse cases

  • We received an allegation that a Scheme vehicle was being used for unauthorised business purposes. We raised the allegation with the customer and identified footage circulating on social media that provided evidence of the activity. The customer was removed from the Scheme.

  • We were notified by the local police force that they had seized a Scheme vehicle as the driver had tested positive for drugs and had earlier been allegedly involved in a road rage incident. Within five hours we had contacted the customer and confirmed that we were terminating the agreement and removing the customer from the Scheme due to the seizure

  • Our proactive monitoring identified that a customer was no longer listed as a named driver on their Scheme vehicle’s insurance. Following an investigation, we found they had removed themselves after being disqualified from driving for an offence involving driving under the influence, which they had not disclosed to us. As this breached the Scheme’s terms and conditions, we terminated their lease and removed them from the Scheme.
